The informal sector has a popular view of being an economy of the poor. Reason for such claim is rooted from the inability to possess a large capital that is only basic to the formal markets. Then it is clear that the informal economy is a manifestation of poverty. This ‘deficiency’ is an after effect of the poor access to the basic social services that government is responsible for. It is worthwhile that the researchers are strongly convinced to have a deeper understanding to what has become a vulnerable group- the street vendors.

This study depicts the informal sector, concentrating on the ambulant vendors in Divisoria, which have been ignored by the government thus considered to be a disenfranchised sector of the society. Furthermore, the research surfaces the issues and concerns of the vendors as players of the informal economy and identifies if there were responses made by the government regarding their situation. The researchers plan as well to draft necessary recommendations collated from the conducted interviews, sampling and participant observations and analyzed published materials and documentaries of the street vendors in Divisoria. It is believed that understanding the vendors’ conditions in Divisoria represents the state of the participants of the informal sector as a whole.
