This is a study of a barangay government that has no Women’s Desk despite several policy issuances passed at the national and local levels addressed to mainstream Gender and Development as well as its implementation structures and mechanisms. This study also explores the role of a local women’s group, SAMAKANA Veterans Chapter, and the possible roles and directions that it could assume in advocating for a Women’s Desk at the barangay and to address the prevalence of VAW cases in the community as well as basic women’s needs, issues and concerns.
