This paper may be considered a spin-off from the Integrative Paper done during the First Semester (A Y 1997-1998) entitled “Changing Times, Changing Needs: The Sapang Maisac Evacuation Center Experience” since one of its authors is re-assigned to the area. However, the discussion which follows presents a different angle in the evolution of this so-called “model staging area” in Pampanga.
