A series of AII Urban Poor Leaders’ Consultative Conferences during late 1997 identified the need for renewal in the sectoral movement’s programmatic orientation and community organizing approach. This realization paved the way for the adoption and subsequent promotion among urban poor organizational network in Metro Manila which is, the need to create a sectoral confederation likewise, serving as advocacy center.
